Australia maintains some of the most rigorous biosecurity standards in the world. For wholesale buyers importing natural fiber baskets — rattan, seagrass, water hyacinth, and similar materials — compliance with the Department of Agriculture, Fisheries and Forestry (DAFF) requirements is not optional. Shipments that arrive without the correct documentation or treatment certification are subject to mandatory treatment at the importer’s cost, or refusal of entry.
This guide covers what Australian buyers need to know before placing an order with an Indonesian supplier.
Natural plant-based materials — including rattan, seagrass, and water hyacinth — are classified as unmanufactured plant material under Australian biosecurity law. They may harbour plant pests, insects, fungal spores, or soil contamination that pose a risk to Australia’s agricultural and natural ecosystems. The consequences of biosecurity breaches in Australia are severe, and DAFF enforces strict pre-border and border requirements to manage these risks.
A Phytosanitary Certificate issued by the Indonesian Plant Quarantine Authority (BKIPM) is a mandatory requirement for all shipments of natural fiber products to Australia. The certificate confirms that the products have been inspected and found free from pests and diseases regulated by the importing country. It must be issued at the point of export and accompany the shipment’s commercial documents.
We obtain a BKIPM Phytosanitary Certificate for all Australian-bound orders as a standard part of our export documentation package.
For shipments of natural plant materials to Australia, DAFF requires evidence of approved treatment. Methyl bromide fumigation is the most widely used treatment method and is accepted by DAFF for the product categories we supply. We arrange fumigation through a licensed service provider and supply a Fumigation Certificate with full treatment details — gas concentration, duration, and temperature — as required by Australian biosecurity regulations.
Certain categories of plant material require an import permit from DAFF prior to shipment. Whether a permit is required depends on the specific product classification under the Biosecurity (Prohibited and Conditionally Non-Prohibited Goods) Determination. We recommend Australian buyers verify their specific product’s import permit requirement directly with DAFF or through their licensed customs broker before confirming an order.
Wood packaging material — including pallets and crating — used in shipments to Australia must comply with ISPM 15, the International Standard for Phytosanitary Measures governing heat treatment of wood packaging. We use ISPM 15-compliant packing materials for all export shipments as standard.
We strongly recommend Australian buyers engage a licensed customs broker experienced in natural goods imports before placing their first order. A competent broker will confirm current DAFF requirements for your specific product classification, advise on import permit requirements, arrange biosecurity inspection booking at the port of entry, and manage any treatment-on-arrival requirements.
Failure to arrange required documentation before shipment creates significant delays and cost overruns at Australian ports. Pre-border preparation is always more cost-effective than border intervention.
We have experience supplying wholesale buyers in Australia and maintain a standard export documentation package tailored to Australian biosecurity requirements. We coordinate directly with our buyers’ customs brokers to ensure all documents are in order before the vessel departs Semarang (Tanjung Emas). For a full overview of the documentation we provide with every shipment, see our Shipping & FOB Guide.
